New Govt Reforms For Subsidized Power Disbursement 2025

Pakistan has submitted a thorough plan to the World Bank and the International Monetary Fund (IMF) that includes specific power subsidies for Benazir Income Support Program (BISP) recipients.

The draft plan was presented to the IMF following multiple rounds of talks with the World Bank and the Power, BISP, and Finance Divisions.

By December 31, 2025, eligible consumers will have been identified and verified under the new strategy. The government intends to stop providing the Tariff Differential Subsidy (TDS) and only provide money for direct subsidies to qualified consumers beginning with the FY 2027 budget. January 2027 is the date of the last switch to the new system.

What Is Pakistan’s Energy Reform?

The goal of Pakistan’s Energy Reform Plan is to increase the equity of energy subsidies. Everyone, even the wealthy, currently has access to inexpensive gas and electricity, which puts a heavy financial burden on the government. 

Only low-income families will get subsidies through BISP, a program that assists low-income households, by 2025–2026. General subsidies will stop by 2027, freeing up funds for essential necessities like hospitals and schools.

How Does New Plan Will Execute Till 2027?

  • By 2025, BISP would increase its cash transfer to PKR 13,500 every three months and assist 10 million people. Some locations will be the first to accept digital payments.
  • 2026: Broad subsidies will cease, and all energy subsidies will pass through BISP.
  • 2027: The system will be equitable since only low-income households will receive subsidies.

Who Will Get Power & Gas Subsidies?

It has been approved by the Government that after sending the whole data of beneficiaries and eligible families to the responsible authorities they will only give subsidies to families who are registered with BISP’s.

As part of the larger plan to encourage sustainable energy use and lower electricity waste nationwide, MEPS is scheduled to go into effect in June 2027.

Follow the steps below to registered as BISP Beneficiaries and receive all the assistance plus subsidies with your CNIC Card:

  • Go to your nearest BISP Tehsil center for registration.
  • Provide your CNIC and household information during the survey.
  • After completing the survey, receive your registration slip.
  • If eligible, you’ll receive a message from 8171.
  • Visit 8171.bisp.gov.pk and enter your CNIC to check eligibility.
  • If selected, you can receive payments through BISP’s designated payment centers or banks.
